@matador1015: Smarter than the average bear? Except, not really, because it took a long damn time to figure out that it could shimmy across the track to the ladder.
It was obvious the cub had been denied ladder training by the Obama administration. However, he proved a rather quick learner.
I think he didn’t want to come down because of the dog, but the seemingly relaxed attitude of mom and the dog not advancing provided impetus to step off. He had to have come up that way.
